China has not only to develop economic and eradicate poverty but also to address how to reduce greenhouse gas emissions which is a very difficult task. With more emphasis on our government to control carbon pollution, and practice of world- wild carbon emissions trading, carbon emissions trading has begun to comes into public view. Meanwhile, along with some developed countries, via the legislation of carbon tariff, the relevant departments in China have already commenced the preparation. In the absence of relevant legislation our low-carbon process is very difficult. This essay will base on and carbon tariff law, studies and provisions from other countries and also base on the international carbon emissions, in order to give inspiration to the China's legislation.
