The problem of intellectual poverty has already existed in the era of agricultural economy and industrial economy. However the humanity is approaching into the era of information economy now and Intellectual has become more important force to enhance the development of the society day by day. The minority of the developed countries in the world has already taken the advantage of intellectual in every field to promote the development of economy, political and culture in a whole. As a developing county, China should seize this opportunity and narrow the gap between the developed counties. Factually, however, the development of our county is in a serious imbalance with large urban-rural differences. The reasons commit to the poor vast rural area with large number of people and slow development maybe multiplex, but the source of poverty in rural area is intellectual poverty.This paper, by ways of reading and sorting relevant literature, puts forward the definition of intellectual poverty that intellectual poverty is the lack of knowledge ability, including the ability to acquire communication knowledge, the ability to absorb knowledge, and the ability to innovatively use knowledge. This "knowledge" contains various contents, including economical technical and cultural knowledge etc. In order to reflect exactly the actuality of rural intellectual poverty, this paper, on the basis of reference to the index measurement of "knowledge economy", combination the actual situation in rural areas and data availability, chooses the production knowledge, introduction of knowledge, dissemination of knowledge, human capital, the use of advanced agricultural technologies and the use of agricultural machinery as the secondary indexes of intellectual poverty, and then by ways of collecting the relevant data from statistical yearbook, comparing it with the data of urban and foreign country, scientifically reflects the actuality of the rural intellectual poverty. Statistics show that, comparing with the urban and foreign country, rural in China exist tremendous lacking of absorption and use of knowledge, presenting serious intellectual poverty, hence make serious effect on the comprehensive development of the society.On the basis of objective description of the actuality, this paper analyze the reasons of rural intellectual poverty in our country from the aspects of institutional structure of urban and rural, education structure, conception level, protection mechanism and allocation of public resources. Finally, this paper put forward the anti-intellectual poverty strategy that our county should make effort to take the road of rural knowledge by laying a solid foundation of rural economy, changing the urban-rural dual structure, changing ideas, extending external knowledge and developing the rural characteristics of education ect.
