First Study Of City Diplomacy Between China And The USA During New Period

Traditionally, diplomacy is a proprietary function of sovereign states. However, with the trend that globalization is strengthened and the degree of countries depending on each other is becoming deeper and deeper, the status and function of non-state actors are gradually obvious. Sub-national actors represented by cities are becoming more and more active, and city diplomacy has become a beautiful landscape on the international stage. After the reforms, China has greatly increased the autonomy of the city. Expanding international economic interests of cities in China makes city diplomacy necessary, while the city diplomacy between China and the U.S. should be the core of China's city diplomacy.In recent years, academic works and papers concerning about city diplomacy have begun to appear. However, there is not any specific study of Sino-U.S. city diplomacy. Because of the importance of Sino-U.S. city diplomacy, the paper intends to examine the characteristics of it and its effect on the Sino-U.S. diplomatic relations and the cities themselves depending on the statistical data from 1979 to 2010.Sino-U.S. city diplomacy not only affects the diplomatic relations between States deeply, but also has significant meanings on cities'economic and social development. Currently, there are still obvious problems and shortcomings in Sino-U.S. city diplomacy, but also there are also many aspects of the conditions for use. This paper will give some countermeasures for reference focusing on the reality problems in Sino-U.S. city diplomacy in order to promote the healthy development of Sino-U.S. city diplomacy.
