After 9/11, American foreign strategy underwent an adjustment which is the most profound and comprehensive one during the post-cold war era. The adjustment centers on unilateralism, preemptive strike, anti-terrorism and seeking hegemony. Since Bush's second term of office, owing to the tremendous change in American internal and external affairs, Bush administration further adjusted its foreign strategy and highlighted spread of democracy, multilateralism and strategic balance.In 2005, Bush reshuffled his staff in foreign and security affairs as he took his second term. Condoleezza Rice, a neo-realism supporter, became the new Secretary of State and in charge of modulating American foreign policy, while the mainstream Neo-Conservatism's influence eclipsed and failed to catch more attention from policy-makers. After 9/11, Bush government pushed forward a tough, unilateral and sabre-rattling foreign policy, however, U.S. encountered several serious setbacks and massively limited American's capacity to solve diplomatic disputes through military ways. Furthermore, President Bush gradually accepted the neo-realism perspective personally and redefined diplomacy by taking more strategy views into consideration.In a speech at Georgetown University early 2006, Secretary of State Condoleezza Rice announced a new approach that the United States was going to shift its traditional diplomacy. The new thinking has been entitled "Transformational Diplomacy". Rice stressed that "Transformational Diplomacy" rooted in partnership, not in paternalism. The objective of transformational diplomacy is to work with America's many partners around the world, to build and sustain democratic, well-governed states that will respond to the needs of their people and conduct themselves responsibly in the international system and "to seek and support the growth of democratic movements and institutions in every nation and culture with the ultimate goal of ending tyranny in our world." China inevitably will be the main target of America's "Transformational Diplomacy" and surly U.S. will spare no efforts to transform China by shifting diplomatic measures.This paper tries to make detailed analysis of this new concept and brings forward the impact of "Transformational Diplomacy" on China and finally tables some countermeasures to this shift.
