Analysis On Local Government Behavior And Social Risks Under The Chinese Mode Of Development

China has taken huge social changes in the reform and opening up, how to understand the present we are in and the characteristics of the stage of development, what kind of successful experiences and social risks have the social transition and system transition brought for our social development. The Chinese model as the focus of public opinion and the academic circles is essentially deepening interest and understanding on the Chinese mode of development and the particularity of the Chinese path.This paper focused on the Chinese model and the costs and risks during China's social transition while special introduced a particular perspective of local government behavior. Local government played the "first action group" role under the incentive of fiscal decentralization and political promotion game.This is a huge boost to China's economic growth, however, local development pattern oriented to GDP growth also caused the local government pay much attention to the micro economical behavior,and the behavior which can bring more interests,these phenomenon also caused investment impulse and local protectionism which are difficult to eliminate. Local government put the economy development function as the most important ruction also caused the lack of supply of public goods,the duplicative investments on the same industrial strctures and the unsustainable development of economic growth.The local development doctrine and the contradiction on the property and affair power between the central and local government caused difficulties during the policy implementation of the central government. Social integration and political participation crisis brought by the increasing interest demand and conflicts, too much and too strong government intervention,the decreasing of the government credibility caused by the social inequalities, central policy implementation and execution meet obstacles in local layor, these social and political risks formed the challenge that must be solved by the local government duiring the social transition.How to resolve risks and difficulties the local government faced, this article discusses from the origin and features of the local government behavior patterns, and stretch forward the mechanism of this behaviour pattern, reflect on the costs and potential risks of the regional economic growth mode, Combined with the reality of the transformation of china and western local governance model, proposed a governance idea and way of risk dissolvement, defuse the dependence on the high speed growth from the reform of political performance assesment system and introduce of social supervision, to build foundation of further deepening of the reform of economic system and political system, promote the transformation and development and social justice.
