Political psychology, organically composed of political cognition, political sentiment, political motivation and political attitude, is the result of the interaction between objective political environment and citizens’ subjective consciousness. Any political behavior is dominated and guided by the actor’s political psychology. Therefore, only with the knowledge of the characteristics and developing regularities of political psychology can political behaviors be guided effectively. What is explicitly indicated from the 16 th Party Congress till the 18 th Party Congress is to expand the citizens’ orderly participation in politics and promote the development of democratic politics, so the study on political psychology, the cultivation of citizens’ positive political psychology and the guidance of citizens’ orderly participation in politics have become especially important. Nevertheless, the formation and development of any political psychology requires particular social environment. At present, the reformation in our country is undergoing the deepening stage and the stage where critical problems need to be addressed. Social transformation, dominated by the reform of economical system, is experiencing profound changes in politics, economics, and culture and is in urgent need of citizens’ participation in politics to promote the realization of reform targets. Simultaneously, in the great social reformation, citizens’ political psychology is also experiencing rapid transformation, upheaval and remodeling, showing the characteristics of the times—coexistence of positive, passive and indifferent psychology. That is to say, citizens’ political cognition has gradually become rational, comprehensive and mature, while the cognition level is relatively low; the cognition level of citizens varies greatly and the political sense of identity has grown while there still coexists political indifference; citizens begin to participate in politics actively, while the political motivation becomes utilitarian. It is because of the interaction between the special environment composed of social economics, politics and culture during the transformation period and citizens’ individual subjective consciousness that political psychology typical of transformation period has formed.During transformation period, citizens’ political psychology can be divided into three types: positive psychology, passive psychology and indifferent psychology. Positive psychology is inclined to guide citizens participate in politics orderly, while passive psychology inclined to guide citizens to participate politics disorderly. And indifferent psychology makes s citizens alienate themselves from politics or only participate in form. Political psychology and political behavior will influence each other. Political psychology can guide citizens’ political behaviors and simultaneously the intensification of political behavior and the influence of political situations can also modify and reshape political psychology. In order to guide citizens to participate in politics orderly and cultivate the realistic feasibility of the political psychology, the following measures can be taken: to provide material guarantee for the cultivation of positive psychology by perfecting socialist market economy and regulating the benefit distribution; to provide a sound system and environment by establishing and improving democracy; to provide legal protection by enforcing the establishment of legal system; to improve the citizens’ political cognition level by promoting education; to provide cultural environment by building social culture with Chinese characteristics; finally, to cultivate positive political psychology by establishing special institutions to intervene the influence of passive psychology.
