| Free migration right is a basic civil rights. Citizens' free migration right not just means an open society with human resources allocating efficiently according to market rules and economic order functioning healthily, what's more, it also means a person with autonomy and independence and the expansions of personal survival and development. In this paper, taking the cost-benefit theme of law economics as a platform, the author reiterated the importance of free migration right both in individual life and social progress, and investigated what might be cost and what expected benefits can be returned for both individual and social by implementing the right of free migration. On this basis, the author proposed the prospective system establishment and the mode selection of implementing the right of free migration in present stage of our country. The author emphasized that, to implement the right of free migration is a social tendency; it's necessary to reform the existing household registration system as well as education, employment and social security system as soon as possible; different social regions should choose different modes to achieve the citizens' right of free migration as soon as possible.
