Study On The Frontier-Related Crisis And Its Response System

The Kokang conflict in August,2009 was an important public security crisis occurred in Chinese frontier in the new century. The Kokang conflict caused by unconventional security issues was totally different from international or border crisis. Unprecedented specialties were shown from the causes, development procedures, final affects, etc. So, Frontier-Related Crisis will be given as the name of this kind of crisis in this thesis. This thesis mainly takes the ins and outs of the Kokang crisis as prototype to define conceptions and explain theories and raises the objectives of response system.Frontier-Related crisis is a tense situation or state occurred in frontier regions of two or more neighbouring countries or regions caused by one or a series of unconventional security issues, led to all kinds of instabilities in frontier regions in a short time, made huge affect or disaster to the social interaction in the region, raised challenge to the regional peace and stability and to the relationship development of the related countries. As a new crisis form, the causes, categories and affects are different from other crisis.Tightly connecting with Marxist Historical Materialism and Dialectical Materialism principle, putting Kokang crisis in the long history and present international environment of the Union of Myanmar, using documentary research, comparative study and other methods, this thesis analyzes the relationship among frontier-related crisis and international crisis and border crisis, clarifies the innovativeness of frontier-related crisis, shows that this theory enriches the compositive security perspectives in our country, extends the research field of unconventional security issues and border issues and finally reveals the things need vigilance and lessons need to learn behind the Kokang crisis.After the frontier-related crisis, the production and living of people of all ethnic groups and the building of harmonious society in the border of our country were heavily affected. So, specific to this issue, it is advised in this thesis that the response system should be formed. It is reinforced that the diplomatic strategy needs to be adjusted accordingly. The method innovation needs to be insisted. It is emphasized that the research field of unconventional security in border region should be continued to expand and refine for the government of all levels to refer for correct decisions. Surrounding security risks should be evaluated scientifically and corresponding data base should be erected to assure that information monitoring system operates in high efficiency. Talented workforce to deal with frontier-related crisis should be trained and the storage database of these men should be erected. The response system process should be completed to assure that the crisis is handled effectively and in time. In conclusion, taking Kokang crisis in Myanmar as a model to erect response system for frontier-related crisis has typicality, instructive and revelatory meanings and is a scientific theory to cognize and solve unconventionalsecurity issues for our country and surrounding countries or regions.
