Study On The Countermeasures Of Local Government's Response To Public Crisis In The Context Of Internet

With the rapid development of network technology,the handling of public opinion crisis is more and more concerned by the government.With internet users expressing their own views and demands,there are a small number of people will spread false and false rumors.These false network public opinion will not only lead the public‘s public opinion,but also may lead to a big public opinion crisis.Government regulation as the most important means of maintaining social stability,we need to do a good job of public opinion crisis identification,prevention and timely response.Therefore,this paper studies the ability,countermeasures and methods of government agencies to deal with public opinion crisis in the background of Internet.First of all,by reviewing the literature and learning the related theory,we found the characteristics and the measurement of public opinion crisis,and its impact on the local government.We also analyze what the local government needs to deal with public opinion crisis.Secondly,through a large number of case studies,we summed up the path of public opinion crisis in the context of Internet and the formation mechanism,which contrbute to government intervention to find a critical period and nodes.Thirdly,through the combination of quantitative and qualitative methods to establish an index system to measure and measure the ability of the government to deal with public opinion crisis.Specifically,the Analytic Hierarchy Process(AHP)is used to measure the coefficients of each evaluation index.In order to verify the feasibility of our model,the article takes Tianjin "8·12" large explosion accident as a case,through the data collection,questionnaires and expert visits to measure and analyze the Tianjin municipal government to deal with public opinion crisis.Finally,according to the research results,we put forward the corresponding strategy.In this paper,we find that the crisis of public opinion has its life cycle,which is divided into latency,outbreak,maturity and recession.Therefore,local governments should establish different mechanisms to deal with public opinion crisis at different stages of their life cycle.The study also found that the ability of local governments to cope withthe crisis of public opinion is still lacking.In this regard,we establish a comprehensive network of public opinion early warning mechanism,build a rapid and effective public opinion response mechanism,build an effective network public opinion guidance mechanism and strengthen the legal system Supervision of public opinion protection mechanism in four aspects of the local government in response to public opinion crisis has practical significance of the countermeasures and suggestions.
