With the accelerating process of economic globalization, international trade is also in depth. Countries in the world to follow World Trade Organization rules, while also seeking ways to protect their own industries. Is one way to safeguard one of the special safeguard measures implemented in some countries trade barriers have become the hand section. Special safeguard measures to WTO members to China for unfair trade more is the premise in order to curb the rapid economic and industrial development of applications from that.This paper discusses the historical analysis of foreign China WTO safeguard measures and special safeguard measures and the legal basis for the production, and analyzes the special safeguard measures in China and foreign legislation, to compare the method with the WTO safeguard measures under the system of special safeguard measures on ChinaAnalysis were compared, and case analysis pointed out that the special safeguard measures on China's foreign dangers, especially in the global economy just recovering and the special safeguard measures in China in a "post-transition period" becomes more prominent, and this inductionsummed up our response to safeguard measures and special safeguard measures on China's legal response, consultation and action to actively use the special safeguard measures to deal with Foreign Countries, in the trade friction in the full government and industry associations, and gradually establish and improve the trade frictionearly warning mechanisms, improve the mechanism of the legislative response to trade barriers in order to protect our country in the global economy, trade among the legitimate rights and interests, better and faster scientific development of harmony.
