On January 1 st, 2005, trade on textile and clothing was brought into the GATTsystem entirely and achieved trade liberalization fundamentally. As the largestexporting country in the world, it is absolutely that China would obtain many moredevelopment opportunities, but simultaneously also face many more stern challenges.Based on the WTO entry pledge of China, other members of WTO can implementspecial safeguard measures for the Chinese textiles especially, and the conditions ofthese special safeguard measures are easier than other trade relief measures such asAnti-dumping, countervailing. In this case, these special safeguard measures areextremely possible to be abused to resist the Chinese textile import, thus affect thenormal development of the Chinese textile export trade. So, analysis and research onspecial safeguard system related to textile, and find out a strategy has been aquestion which needs settling at once.The article can be divided into seven chapters. The first chapter is introduction,and introduces the background of the special safeguard measures related to textilebriefly. The second chapter analyzes the differences and relationship between thegeneral safeguard measure and the special safeguard measure according to theirconcepts, and then discusses the legitimacy of the special safeguard measure fromthe international legal perspective. The third chapter analyzes the initiation and thesuccessive process of the special safeguard for textile from China. The fourth chapteranalyzes both the two special safeguard terms in detail, including the legal status, thecontents, the differences, as well as the relationship between them. The fifth chaptermainly introduces the domestic regulations practices on special safeguard fortextile from China in the primary textile importing countries such as Japan, Americaand the European, and exposes the problems through the legal principle theory oflaw. The sixth chapter analyzes the influences of Chinese textile industry by thespecial safeguard measures in this stage, and advances several suggestions on how tosolve the problems in the economic policy, public administration policy and lawpolicy in Post-Quota Regime so as to benefit the practice on textile trade in China. Finally the conclusion part, summarized the major points and the practicalsignificance of the article.
