Research On Development Track Of Reform Of China Political System In The New Period

The third plenary session of the party's collective leadership held in 1978 opened new roads of socialist modernization construction and also opened doors of the reform of the political system. From then on, our country firmly walked on the road of the construction of socialist democratic politics with Chinese characteristics, which wrote a dense pen in contemporary Chinese history. Reform is China's second revolution. Taking a serious look at and researching on the course of China's political system reform helps to enrich China's political system reform in theory and makes it more guidance macroscopically and more practical microscopically, helps people to deeply grasp history and essence of reform of political system, which gives people weapons of thought to understand; helps people to deeply recognize real motive of reform of the political system, and reveals basic law and developmental trend of reform of political system; helps to promote the process of Marxist sinicization of the reform of political system.Taking Marxist sinicization as the breakthrough point, based on historical logic comb for foundation, this paper profoundly understands the importance, inevitability and sustainability of the reform of the political system, rationally explains development vein, the basic content and strategic choice of the reform of the political system, objectively and fairly reviews and analyzes characteristics, basic experience, existing problems of the reform of political system; more fully reveals innerly logical characteristic, time, universality and individuality among strategic policies on CPC's political system reform and more fully knows the experience and regularity revelation of the reform of political system.The basic framework of this paper consists of preface and four parts.The preface expounds the significance of researching to develop track of the reform of political system of China in the new period, reviews academic research situation of reform of the political system of China in the new period, summarizes the basic frame and main viewpoints, and explains researching methods and major innovations of this paper.The first part is initial phase of China's political system reform during the stage of reform and opening-up policy. The political system reform of this phase focuses on solving how to prevent this kind of historical tragedy such as "cultural revolution" from happening again, solving problems of the existing political system reform relatively lags behind economic system reform, which fundamentally eradicates the source of excessive concentration of the original political system power, and achieves the stability and security of the party and state. The leaders put forward the total task of"party card is apart, decentralized, streamline institutions"combining with the reality of China's history, so which will provide the reform plan of the reform of the political system, plan out the grand blueprint of political system reform, make the reform of the political system of our country step-by-step, orderly under the guidance of government. Its main theoretical and practical results are as follows: initially forming action program and grand blueprint of guiding China's political system reforms, making practice exploration and achieving significant results from the aspects of dealing with relationship between party and government, central and local relations, improving authority working efficiency. But there are also problems that reform process are relatively slow, too much emphasizing the guide of economic goals and so on.The second part is reform and opening up comprehensively launching of China's political system reform. Converting reform thinking and steadily advancing law and steadily become the most prominent feature in this stage owing to the influence and impact of domestic political turmoil in 1989 and Russian disintegration, which makes the party and country focus more on the political order and reorganizing the political system, outstandingly focused on government reform aspects. The target of the political system in the first stage, that is, emphatically resolving existing total trouble of original political system- power is too much concentrated, is adjusted for the objectives and tasks of"The rule of law, the construction of socialist country ruled by law ", which is a breakthrough progress in the reform of political system and the democratic and legal construction. Its main theoretical and practical results are as follows: on the basis of blueprint of the reform of the political system in the first, leaders make new adjustment and strategic deployment on main content, reform ideas and important tasks, and make great achievements on the cadre and personnel system, the system of people's congresses, the leadership of the communist party of the multi-party cooperation and political consultation system, institutions reform in practice. But the pace of reform has slowed, the ruling positioning problems have not been solved effectively, power supervision mechanism needs to be further improved. The third part is China's political system reform at the stage of the reform and opening up continuing to push forward. Since the 16th CPC national congress, the party and government's political system reform was based on both keeping political stability in order to gain economic development and social progress, and promoting China's political system reform to advance in across. The party and government actively promoted system reform in order to achieve the target of developing socialist democratic politics with Chinese characteristics and constructing socialist political civilization. Its main theoretical and practical results are as follows: based on the theory of the reform of political system in the previous stage, the party and government put forward idea of socialist political civilization construction, paid more attention to complementing each other between the political construction and political reform, and made great progress in democratic construction, administration system reform, the anticorruption work and so on. Under the guidance of Scientific Development and the human-oriented idea, the political system reform in this stage presented some new reform characteristics, that is, the reform gained transformation from the power value standard into humanistic value orientation, and could fully estimated encountering difficulty so as to explore strategic choices in a new thinking of forward-looking, therefore made political system reform take on a new look.The fourth part is the experience and enlightenment of the reform of political system in the new period. In the new period China's political system reform, in theory and practice level obtained a certain result and accumulated quite experience and enlightenment. They mainly included as follows: holding the lifeline of political system reform: party quickens, power for the people; the aim of reform of the political system: servicing party's political program; strategies of reform of the political system: the gradual and orderly implementation; the inexhaustible motive force of the reform of political system: persisting in combining theoretical innovation and practice; promoting the process of Marxist sinicization of the reform of political system. These achievements and experiences in China are correct reflection on the essence and development law of the reform of political system. They not only conform to the basic principles of democracy, but also are fundamental standpoint and advantage platform CPC should rely on in order to advance deeper reform is an important foothold platforms.In this paper the author adopted Text reading, reviewing horizontal combination, and experience and evaluation methods. The main innovation reflected as follows: combining the history of CPC's reform and opening up more than 30 years and the history of political system reform , taking the communist party of China as the main body, looking on the reform of the political system as the main theme, considering reform process as the main line, taking the characteristics and existing problems as the key in the process of theory formulating and implementing, looking on summarizing the experience and enlightenment as the purpose so as to realize the aim of"the party quickens, ruling for the people, the better serving the people"as the starting point and the foothold. That is to say, this thesis made research from the angle of combining the history and reform and opening up with CPC's theory development, from aspects of both the theory and practice of the reform of the political system, researched party's theoretical exploration and phased practice characteristics and existing problems as the key, and then summarized experience and the enlightenment after outlining the process of the reform of the political system so as to form a unique writing style of this thesis.
