Research On The Development Problem Of System Of Administrative Supervisionin In HeNan

Administrative supervision is different from the general nature of supervision activities.It is not only a means of restricting administrative power,but also a mixed supervision mode of supervision and inspection of public officials by state organs at present.Its main duty is to supervise the performance of the public officials of the State Administration,to find out the problems in time,to improve their work and to improve the efficiency,so as to ensure the smooth implementation of the national laws and regulations and policies.Since the implementation of the administrative supervision system of He Nan Province,although it has been continuously improving,the abuse of administrative power,government rent-seeking behavior and public funds and private problems have not been effectively solved in the process of supervision.Based on the theory of North institutional change,the historical and existing problems of the administrative supervision system in He Nan are studied,and the pertinent strategic plans that point out the feasibility have an important influence on the study of the administrative supervision system and the transformation of government governance.Therefore,the study of the change of administrative supervision system in He Nan has far-reaching implications.The paper is divided into five parts.The first part,the introduction.This paper mainly introduces the purpose and significance of the research topic,research status,research methods and innovation points;the second part defines the concept of administrative supervision and administrative efficiency supervision system and the important theoretical tool used in this paper,namely,"the system transition theory of North".The third part introduces the change course of the administrative supervision system in He Nan province and analyzes the main problems in the process of the change of the administrative supervision system in He Nan province by using the system change theory of North.The fourth part is an important part of the whole paper,and analyzes the administrative supervision system of He Nan under the theoretical framework of the transition of North system.The cause of the problem of change.The last part is the core of the whole thesis.From the perspective of institutional change,the paper puts forward the Countermeasures for the change of administrative supervision system in He Nan.This paper adopts the methods of literature research and theoretical analysis to analyze the vicissitude of He Nan's administrative supervision system.First,the history of the administrative supervision system and the change of He Nan's administrative supervision system is expounded and summarized through literature research.Secondly,it uses empirical research methods to illustrate the problems and causes in the process of transition.Finally,from the analysis to the synthesis,innovative countermeasures and suggestions are put forward.
