Generally, straight bill of lading is non-negotiable. So it plays a much less important role than negotiable bill of lading in the practice of international trade and voyage and has not caught enough attention of the legislation and judicial practice of most countries in the world. But with the development of international business and voyage, straight bill of lading becomes more and more popular with the international community.This 1paper is divided into three chapters.Chapter 1 introduces the concerned regulations and judicial practice of many countries and regions on issues such as the recognition of a straight bill of lading, the negotiability of straight bill of lading and the delivery of goods under a straight bill of lading.Chapter 2 shows the new development of the Rotterdam Rules about the straight bill of lading system. The new convention provides specific standards of recognizing a straight bill of lading, unifies the non-negotiability of straight bill of lading and established new rules about the delivery of goods under a straight bill of lading which not only complies with the demand of shipping practice but also promotes the uniform of the legislation and judicial practice of different countries.Chapter 3 discusses in what way should our country's legislation and shipping and trading enterprise to adapt o the Rotterdam rules about the development of straight bill of lading system. Our country's legislation should not only specify and perfect the rules about recognition and non-negotiability of a straight bill of a lading, but also modify the rules of"delivery of goods against original straight bill of lading". Both the shipping enterprise and the import and export enterprise should be in full knowledge of the relevant provisions of the new convention and continuously develop themselves and enhance their capabilities to adapt to a variety of new rules and new challenges of the international community.
