In order to dispose this kind of accidents effectively, it is necessary for us to reconstruct the legal system as well as the risk disperse mechanism. Specific work should be done as following: perfecting the internship system, making the legal nature of practice relationship, as well as the principle of culpability and distribution of evidential burden. Moreover, the role of the existing commercial insurance should be full displayed; a compulsory social insurance directed towards interns should be built. In addition, legal obligation of each side must be cleared by signing an agreement.
