Research On The Rural Democratic Construction Of Grass-roots Legal Security

By observing the growth course of grassroots democracy in China,we may find two aspects. On the one hand , new forces are becoming a great impetus of democratization. On the other hand,the progress of legal syetem becomes important premise of democratic development. The democratic development process is also the law development process. All sorts of problems appeared in the advance of grassroots democracy in China,these ultimately need to be resolved by legal construction; Legal system construction is a fundamental way to promote the development of grass-roots democracy.Since the reform and opening-up policy,the pace of legal system construction is fast,related legal system of grass-roots democracy is basically established. From October 1983,the Party Central Committee and the State Council published"Notice on Separate the Goverment and the Society and Establishing the Township Government",formally announced the end of the people's commune system,to 1987 the formulation of"Farmers Autonomy of the Villagers Committees (try out)",until"the Notice on the National Rural Villagers Autonomy Demonstration Activities"in September 1990,which published by the Ministry of Civil Affairs,marked the formal operation stage of farmers self-operation system,till the make-up of"the Organic Law of Villagers Committees"and"the Electoral Law"nowadays. The formulation and revision of this series of laws and regulations provides the peasants more political rights and higher political participation.The present situation is,there is only one law of"Villagers Committees of the People's Republic of China",and related laws can not be introduced on time. without guidance of specific laws and regulations,the rural grassroots democratic construction involving thousands of households,may not go far. Besides,So,how to improve this situation? In other words,how to realize the importance of legal system of construction of democracy at the grass-roots level and settle the problem?
