Exploring The Path Of Rural Grassroots Democracy Development Under The Perspective Of Deliberative Democracy

The villager autonomy system is an important management system arrangement which is adopted by our country in the vast rural area.It is also an important content of the basic level democracy construction in our country.After more than thirty years of exploration and practice,the villagers' self-governance has made great achievements,which has a profound impact on China's rural economic and social development and overall social progress.However,since entering the new century,with the continuous change of the rural society,a single village for the autonomous subject of villager autonomy form facing form of democratic election,democratic decision-making,democratic management difficult standard surface,democratic supervision in place to many problems and challenges,the villagers once is in idle state,not air plant.The eighteenth congress of the Communist Party of China formally established the concept of Consultative Democracy and put forward to improving and perfecting the system of socialist Consultative Democracy.After the eighteenth Congress of the Communist Party of China,in the third plenary session of the eighteenth and the Chinese People's Political Consultative Conference of the 65 th anniversary of the founding conference,Xi Jinping,further emphasized the importance of strengthening the Consultative Democracy and advocates to strengthen the construction of institutionalization of Consultative Democracy at the basic level.Rural China is a major position and stage of the construction of the Consultative Democracy at the grass-roots level.Study of Consultative Democracy on the basis of the full knowledge and understanding of Chinese villager autonomy is the only way for China's construction of democracy at the grassroots level,is beneficial to improve the existing system of villagers' autonomy,and is conducive to the implementation of Chinese Consultative Democracy at the grass-roots level and improve the system of grassroots democracy in China,and promote the harmonious development and stability of Chinese rural society,build a well-off society in an all-round way,realizing that the great rejuvenation of the Chinese nation has the historical significance and the value of time.In this paper taking the L village of Anhui Province as a case in the new rural construction process,because of the emergence of various problems including rural decentralized organization,strong village weak,a large number of people of migrant workers pay little attention to the village public affairs,the village committee of the contradiction and conflict road fund raising,removal of various private toilet problems,these problems once in the construction of new countryside cannot continue.But the village did not abandon the problem as other villages did but creatively proposed a local solution: the new rural construction council".Further observation showed that L large number of villagers in the village from public affairs,unattended,village committee contradiction is difficult to form a joint force,no money held in the background,the villagers spontaneously set up new rural construction Council of deliberative democracy consultation organization,village affairs,polymerization force to mobilize resources,change the backwardness of the village.The formation of the "Village Affairs Consultation" scene.
