The Research Of The Government Information Publicity And Public Involvement

Disclosure and participation are two major factors of modern democracy. Disclosure is a condition of participation, there are no public participation if without disclosure of government information. And without participation, the human democratic rights cannot realized, and it make government information disclosure system perform practically no function. After implementing of'regulation of the People's Republic of China on Open Government information', central government and local government ensure that the progress of working in information of disclosure in order and civil participation have systematic support in China.With the emergence and rapid development of the internet in China, it is penetrating into all fields of living and playing a leading role, rebuilding the political, economic, social and cultural patterns of nation, it brings tremendous impact on our national political system and political life. Nowadays, government web portal has to be a new carrier of realizing information resource sharing, it not only provids more diversified and convenient approaches for government information publicity, but also to be the most important connection between civil and government, to find a new path for public involvement. This paper based on new public service theory and the background of taking an active part in'sevice people', with the case study of web portal of Shanghai Minhang District which do the good work in information publicity and public involvement that through the web portal, discussing how the internet information disclosure influences the civil participation and also proposals on the problems and solutions.In this paper, by chiefly analysing the assessment activity which organized by ministry of industry and information technology in national government website about the standard of comprehensive performance evaluation of"information disclosure"function and"civil participation"function, in order to further clarify the important contents about how developing government web portal, combines two evaluation reports and find the shortage, figure out the objective factors which influence the government website to develop their work.Researches the work that minhang district developing"information disclosure"and"civil participation"through web portal between 2004 and 2010, and introduces the characterisitc working of"Open Management of Party Affairs website"and"District Chief on line office". There includes a data analysis on variations of citizen participation through the web portal of Minhang District, especially on the data collected before and after the'Info. Sharing'functionality is introduced. Numbers tell the stories and gives a great lesson learned to overcome the problem from the very bottom in current situation.Based on survey and analysis in previous chapters, draw a conclusion what the government web portal has the positive impact on developing information publicity and promoting public participation, and also gives some countermeasures and suggestions to realize government information disclosure through government web portal and develop public involvement.
