Every country' small and medium enterprises have a very important position in both economy and society, they play a huge role in promoting economic growth, expanding employment, promoting technological innovation and safeguarding nation-al economic security. The monopoly is the inevitable result of free competition, but it is then to limit free competition. The small and medium enterprises and large enterprises have inherent deficiencies. The small and medium enterprises do not have enough power to compete with the large enterprises or can not simply get equal opportunity to compete in the market. In many cases, the large enterprises disrupte the market competition order. The small and medium enterprises are the victims. The anti-monopoly law is the basic law in the market economy, known as "the charter of the market economy", whose main role is to maintain competition order, exclude the acts that limit competition and create a equal competitive market environment for each market player. Therefore, the anti-monopoly law includes the protection of small and medium enterprises.This paper is divided into six parts. The first part is the introduction. The second part is the small and medium enterprises and the anti-monopoly law. This part introduces the definition of the small and medium enterprises, the function of the small and medium enterprises in the national economy, the infringement of the monopoly to the small and medium enterprises and the necessity of the protection of the small and medium enterprises by the anti-monopoly law. The third part is the basis for the protection of the small and medium enterprises by anti-monopoly law. The protection of competition and rational principle are two main reasons. The fourth part is the path of the anti-monopoly law to protect the small and medium enterprises. The paths can be divided into general protection and special protection. The general protection is to create a fair competitive environment by the regulation of the monopoly agreements, the abuse of market dominant position, the concentration of proprietors and the administrative monopoly. The special protection mainly is the exception of the applying of anti-monopoly law system. The fifth part is the reference of different countries' anti-monopoly law and the improvement of our country' anti-monopoly law protection system. The sixth part is the conclusion.
