Mubarak is Egypt's third President following Nasser and Sadat. After October 1981 entered in office, he has been ruling in diplomatic and domestic affairs till February 2011. Mubarak is the longest ruler in Egypt's modern history. At the beginning of the President Mubarak's term, Egypt is facing an unprecedented isolated diplomatic situation. Mubarak utilized his outstanding leadership and super political consciousness to expand political democracy, reform economic structure, and actively develop multi-level "balance diplomacy". These series of measure enhanced Egypt's comprehensive national strength and restored its political leadership in the Arab world.Since the end of the Cold War, the world situation has changeed significantly. Owing to the disintegration of the Soviet Union, the United States has become the superpower who dominated the Middle East. On the same time, with the impact of globalization, and the major powers competing interests in the Middle East, the recombination of relations between countries has brought Egypt a great challenge. To face the trend of economic globalization and political multi-polarization, President Mubarak made a series of adjustments in the extension with the U.S. "strategic partner" relationship. He also began to strengthen prominent Egyptian "Arab Properties ", and in many major issues concerning the Arab world, insisted on their positions and views and diplomatic aspects of becoming more pragmatic, more concentrating on national interests, Egypt's economic development and political stability as a foreign policy priority, the implementation of a full range of "balance diplomacy", in addition to maintaining and consolidating the Egyptian leadership inherent in the role of the Arab world, but also strengthened with the great powers, particularly the relationship between the U.S. and Europe, and actively join the present international political system, while promoting the Arab-Israeli peace talks to speed up the Middle East peace process to make unremitting efforts. By the adjustment of foreign policy and the leadership of Mubarak, Egypt's comprehensive national has been strengthened, and its international status has been enhanced.
