After the Cold War, the world circumstances have been undertaking significant change. With the end of the critical bipolar confrontation between the U.S. and the Soviet Union, the world subsequently starts with a long phase of general peace. Although self-praised as an open society with democracy and freedom, the U.S. has been always implementing a series of complicated restrictive policy referring to the admission requirement for the foreigners.Choosing the U.S. visa issuance policy under the specific background of the post Cold War as the subject, this thesis discusses on its policy adjustment for the immigrant visa and the non-immigrant visa issuance, which relates to the policy discrimination with different countries and various identity, and the concrete treatment towards the Chinese visa applicants. By analyzing the discrimination of visa issuance policy for admission to the U.S. territory for foreigners with different nationalities, races and identity, the thesis clarifies the political connotation of the U.S. visa policy, that is, it not only takes full manifestation of the global status of the U.S. superpower, but also indicates the basic features of relationship with other countries and nations. Based on the above study, the thesis discusses the viable countermeasure of visa application answering up to the U.S. policy for Chinese departments of foreign affairs, so that the communications between China and the U.S. may be enhanced owing to the improvement of visa obtaining.
