In recent years, the problem of civil servants' mental health is discussed in western management, psychology research subjects such as one of the hot issues. Although foreign scholars from the aspects of the theory and practice doing a lot of research, but also not formed a consistent, schools according to their ways and research results of different puts forward different theories and research framework, to a certain extent, rich in content, the psychological health research for our country's mental health problems research provides theory basis. In China, the research on civil servants' mental health is not a long time, the majority of research results from each Angle for one aspect of the research, has certain limitation, especially from professional characteristics of civil administration of China, based on the present situation of civil servants to explore the psychological problem, the psychological crisis, has not formed research scale. In addition, most of the existing research focused on western theory of description or empirical research, the lack of necessary theoretical deepening theory. Therefore, this article in the western theory and other domestic scholars research achievements, and on the basis of deep excavation officeholder professional psychological crisis causes, combining with the Chinese characteristics of civil servants profession, the present situation of administrative management theory and practice, in order to innovation on the basis of predecessors, the breakthrough.As a carrier of civil government, the quality of government decrees of unblocked and execution of government administration and management level and management efficiency are important influence. The quality of civil servants includes not only the political quality and service quality, including civil servants of psychological quality. Although China's civil service training in the psychological quality training to join, but whether leadership or ordinary civil servants, for mental health problems haven't cause enough attention, the psychological health of the actual implementation effect and training.
