Nowadays, the environment for government presents the characteristics ofcomplexity and variability, which affected by the coming of post-industrial society,enhancement of democratic awareness for citizens,ungovernable public affairs andother factors. A brand-new public administration mode, network governance, isarising in the western countries. Network governance has rich and profound contents,which highlights multi-bodies, networked mechanism and decentralizedresponsibilities and etc. That means the boundary between governments; enterprisesand non-governmental organizations (NGO) are more penetrated and interdependentmutually. During the transition of government mode from"all-round big government"to"limited small government"and with the Government is liable to be"unloaded","retreated"and the reform of public services socialization, NGO is playing moreimportant role in the transition process. The thesis is trying to deeply analyze the threenetwork governance bodies and interrelation; also is an exploratory research for newpublic administration style from theoretic and practical angles.The thesis includes five parts: The first part is introductory theory, which mainlyintroduce the background and meaning, the current study situation in domestic andabroad, study methods and etc. The second part is briefly introduce the networkgovernance and relevant theories, and also elaborates the value and significance ofmulti-bodies during network governance based on the general view. The third part isfocused on analyzing the role position and responsibility for government in networkgovernance. The forth part mainly states the relation between the government andenterprises in network governance, studies the risk and limits for enterprises evolvenetwork governance and proposes the measures to deal with the risk and involvingway. The fifth part analyzes in detail the third power, the relation between NGO andgovernment, in network governance, emphasizes in stressing the current situation andcultivation of NGO during the process of transition. The final part emphasizes thecooperative partnership relations between bodies in network governance once again.
