No matter what kind of public crisis,it is God’s action" and "human error". Since the reform and opening up in 2013 to the third Plenary Session of the 18 th CPC Central Committee in 1978, China’s administrative system reform has been carried out seven times. Although each time the focus of reform, but the reform signal released to convey a development vision. "Six in one" management pattern, emphasis on social forces to participate in the public governance is an irreversible trend. With the adjustment of social structure, interests structure and reform to develop in depth, it also faces some uncertainties caused by a variety of public crisis. With the new concept of governance is proposed and governance structure changes, the traditional rely solely on the strength of the government crisis management is clearly outdated,multi subject cooperative governance has become the realistic choice of public crisis governance.Analysis in this paper, by analysis of typical public crisis cases, combined with multi agent collaborative control the development of the status quot of multi agent collaborative governance such as organization system is not perfect, rights and responsibilities need to be specified, the information communication is not smooth enough, lack of emergency resources guarantee, supervision restraint mechanism vacancy, laws and regulations incomplete and other problems and its deep-seated reasons, perfect our country public crisis multiple subject collaborative governance countermeasures and suggestions are put forward from three dimensions of the structure, mechanism and legal system, hope can be in a certain extent for multiple subjects of the collaborative governance of follow-up study to provide some reference.
