Comparative Study Of Public Service Supply Of Tianjin

In recent years, China's economics is development rapidly.GDP per capita 3,000 U.S. dollars mark a breakthrough into a new period of development. in the context of China's sustained economic growth ,Tianjin' socio-economic is rapidly growing. The per capita GDP has more than 9000 U.S. dollars. In the situation of the rapid economic development, the focus on improving basic public services the community is very necessary.Economic growth improve people's standard of living. residents of public demand has changed greatly, from one-sided pursuit of wealth growth to concern about health care, education, social security. As the restrictions of China's concept and some practical reasons, supply of public services has some problems, such as lack of supply, supply agencies unreasonable, inefficient supply problems, can not satisfy the public demand.This article based on the level of Tianjin current supply of public services.the first under the actual conditions of China's economic development, in international comparison, based on the foreign developed countries and the other three countries in the " BRIC". Through the comparison of the investment ratio of the three core public capital education, health and social security services, we want to locate our relative position of the level of public services in the world. And then selecting the domestic city which developed faster and comparing their public service expenditures, we want to make assessment of the level of supply of public services and the relative position in the country. In one side we want to analyze the time series data of the economic development and the public service expenditure of Tianjin, and investigate the longitudinal trends to sum up the progress and gaps of the supply of public services of Tianjin .In the other side ,we want to learn from the experiences and lessons of the supply of public services of the developed countries, and summarize the scores and problems of providing basic public services in Tianjin, and propose policy recommendations.In the subject of Tianjin twelfth Five Years Plan , the government should take the initiative to undertake the supply of basic public services functions, with sufficient financial resources to ensure supply of basic public services, economic development level and fairly. Meanwhile, Tianjin should take the principle of 'routine power 'and 'financial power' unity, make off the different levels of government rationally to bear the responsibility of public service supply. In addition, Tianjin should strengthen the public service expenditure performance evaluation. In short, in the subject of Tianjin twelfth Five Years Plan, Tianjin core public services expenditure to GDP ratio should be developed in line with the current level.
