The traditional rational bureaucracy is no longer able to meet citizens’ demand for public services,as problems such as the internal expansion of government agencies,the worsening of fiscal crises and the crisis of trust in government frequently emerge.In this context,the New Public Management movement emerged,emphasizing that in order to relieve government pressure and unleash market potential,it is necessary to make full use of the resource advantages of external entities and entrust public service production activities to subjects such as the private sector,the non-profit sector or social organizations by means of public bidding,in order to achieve a change in the way public services are provided and increase the level of public trust and satisfaction in the government.However,as China’s public service outsourcing practice continues to advance and develop,many problems have been gradually exposed,such as hollowing out and Contracting Back-in in the service sector,which have caused public service supply to deviate from public demand.This has drawn the attention of scholars to the issue of whether outsourcing can effectively improve service delivery.In order to better guide the specific practice of public service outsourcing and promote the generation of public service outsourcing performance from a theoretical perspective,this paper defines the specific connotation of public service outsourcing performance by combining public value management theory;on the basis of integrating existing studies and combining the strategic triangle model,it proposes an analytical framework of the factors influencing public service outsourcing performance of local governments from a public value perspective,specifically including: value The framework includes the following variables: the level of information disclosure and public participation under the objective dimension,the level of government support and government management capacity under the operational capacity dimension,the legal and regulatory system under the enabling environment dimension,and the outcome variable of public service outsourcing performance.In view of the fact that public service outsourcing performance is the product of the combination of many complex and composite elements,this paper uses qualitative comparative analysis to analyze 27 local government public service outsourcing cases in China,explore the combination of elements to achieve public service outsourcing performance,and conclude three paths for public service outsourcing performance generation,namely,capacity-driven,institutional embedded,and internal and external linkage.Finally,based on the core variables in the paths,this paper proposes policy recommendations for improving public service outsourcing performance based on the problems highlighted in the outsourcing cases,including strengthening government capacity building and improving service management;improving laws and regulations and sound information disclosure mechanisms;and promoting broad citizen participation and building cooperative networks.As an exploratory study,this paper explores the internal logic of outsourcing performance generation from the perspective of public value management,which has important theoretical and practical significance for promoting the development of public service outsourcing.On the one hand,it provides a more systematic framework for analyzing the influencing factors of China’s public service outsourcing performance,and on the other hand,it provides a theoretical explanation of the internal logic of public service outsourcing performance.On the other hand,by providing a theoretical explanation of the internal logic of performance generation of public service outsourcing,it provides an empirical reference for the practice of public service outsourcing.
