The Research On State Autonomy In The Democratic System

State autonomy is one of the inherent characteristics of the state, as many western political scholars see it that, the state is independent of the various social forces, as the role of social and public man. To do this, state must have the will and ability independently. Chapter one and chapter two in this paper mainly discuss the state autonomy and other related concepts, and point out that the state should also have a set of sound institutions of the system, as a guarantee to the state for reconciling the various interests in society, the role of the public who will be a long time. The autonomy of the will and capacity to act under the protection of the institutional structure of the state, this is called the state autonomy in this paper.When exploring the state autonomy, this paper will place it under the framework of democratic institutions to study, and analyzes the autonomy performed in the relations of state and citizen or state and society, which is the content of chapter three and chapter four and is the innovation of this paper. State should have autonomy, but not absolute autonomy. Otherwise, the interests of corresponding to the social and public can not be well protected, which requires supervision of the social and civil right for the state organs and their staff to conduct effective supervision, so as to avoid the State autonomy will be too strong and thus endanger the people's interests in the societies. Democratic institutions under the state as a political actor in dealing with domestic and foreign daily affairs, can be largely independent of the privileged interest groups or the privileged class, and consider the interests of the electorate firstly, which shows that the state under the democratic system have a strong position in society for the special interest groups certain conditions. From the other hand, the existence of state autonomy will be in favor of the country's largest power play.In the end, this paper analyzes the relation of state and democracy, which is the content of chapter five. In addition, when this paper analyzes the issue of state autonomy, which uses a special case of the people's democratic system, in order to get the conclusions that reconcile the state autonomy so that we can effectively guarantee the people's fundamental interests, and achieve the people's welfare,and achieve the promotion of the democratic process.
