The research of world bank shows that the ratio of manpower, land and capital in economic growth is respectively 60%, 24% and 16%.This shows that human capital plays an important role in the economic growth. The present is the era of cut-throat competiton.The focus on competition lies in the competition of human capital everywhere. Practice has proved that high quality training is an important way to obtain human capita.The research of the training mechanism of enterprise has made remarkable achievements whether at home or abroad. Enterprise has trained so many high-quality talented person through the perfect training mechanism.All of these are crucial for the sustainable development of enterprise.By comparison the training mechanism of enterprise is better than the public's.There are many problems in the public sector training system: the training mechanism is imperfect,the training is underpower,the run of training is blocked,the effects of training is unsatisfactory and so on. The above-mentioned problems have resulted in that the development strategy and the reserve of talents lag behind enterprise's. Against the background of the world constantly changing, the economic integration, political integration, the training work in our public sector is under attack and facing unprecedented challenges.There are both connections and differences in the training mechanism in enterprise and the public sector.This paper firstly makes a systematic exposition on the basic conception and theory about training mechanism in enterprise and public sector respectively,and then makes a contrast between them from the aspects of the motive force mechanism, operating mechanism, evaluation mechanism and security mechanism.At last in the light of specific conditions in our country and used the experience of enterprise for reference, this paper establishes the public sector training system which achieves the goal that enhance the quality for training and the service for the development of our economy.
