The competition in the globe nowadays is not only about the economic, but also aboutimproving the efficiency and managemwnt of the government. The civil servants’management capability is a determining factor to the governmental counterparts. Recently, inthe General Office of the People’s Government of Guangdong Province, the quality of civilservant and other staff is not in the same level and some of them are even below average,which to some extent affects efficiency of the operation of the office. Hence, it is necessary toimprove the quality of civil servants and the relative training mecahnism.From the perspectives of dissipative structure theory, the thesis adopted interdisciplinaryresearch and Questionnaire Survey method and literature research method to explore theapplication of the theory into the construction of civil servants’ training mechanism in thedepartments of government, By analyzing the status quo, problems and reasons linked withthe civil servants’ training mechanism in the General Office and compared the similarities anddifferences between domestic and overseas training mechanism. The civil servants’ training inthe General Office of the People’s Government of Guangdong Province, in compliance withdissipative structure theory, will gradually become scientized by broadening horizons and tobuild up new ideas for traning, optimizing the structure and maintain nonequilibrium state inthr training, exploring multivariant teaching method and educating the nonlinear thinking,seizing the opportunity and motivating the fluctuation and upgrading of the quality of civilservants. By doing so, the civil servants’ training mechanism in the General Office of thePeople’s Government of Guangdong province can be improved and the overall quality of theircivil servants entirely enhanced.
