Analysis Of The Impact Factors Of The Welfare Demandand Supply Of The Disabledin Hebei Province

The disabled is the traditional social vulnerable groups, disabled social welfare is the main component of social security system. Study on welfare services and assistance of demand and supply situation for disabilities, has the important meaning on offering them suitable welfare service and assistance and making perfect countermeasures on disabled social welfare.Based on the second national disabilities sampling survey data (Hebei volumes), using the comparison analysis and requirements analysis methods, the paper conducted in-depth analysis of current situation of the welfare service and assistance of the disabled. The results show that at present the welfare service and assistance of the disabled can not meet their demand, supply and demand structure is unreasonable; through the logit model to analysis each affecting factors of the disability welfare service and assistance in Hebei province, the results show that domestic number, disabled number, income level, disability type, deformity grade, self-care ability, household register and working conditions can affect the situation of disability welfare service and assistance in different degree; through the public goods theory related research, the supply of services and assistance programs can be effected by the economic and social condition.Based on the above study in this paper, the government should do: increase investment, improve the service and assistance disability welfare supply level; improve financial investment efficiency and optimize the distribution structure; establish and perfect the information network covering both urban and rural disabled; through the government, society and family and other various efforts, realize the target of disabled equal basic public service supply.
