| Residential special maintenance funds, which is used for the repairing, renewing and transforming of residential buildings'common parts and sharing facilities, is called Pension of property. Residential special maintenance funds system is a series of laws and measures, which are related to the transforming, using and managing of residential special maintenance funds. It is one of the seven basic systems of property management, and is related to the national welfare and the peoples'livelihood.The residential special maintenance funds system in our country damaged the owner's profits and hindered the healthy development of Urbanization, because a lot of problems are existed in it. This essay is focus on residential special maintenance funds'conception and content, connected to typical case in social practice and analyze the problems existed in law and operation aspects. Especially, there are some questions existed in the new law Administration Regulation of Residential Special Maintenance Funds. After analyzing the foreign advanced systems and experience, we come up with several strategies to solve these problems, and we hope this can get the attention of people from all circles.There are five parts in this essay, except for the introduction and conclusion.
