Medical Insurance is of vital importance in the whole social security system. While each country employs different kind of social medical insurance according to the specific situation to solve the contradictions and protect the labors. At the same time, every government is faced with a annoying problem, that is, the increase of the medical costs, which inevitably leads to the innovation of medical insurance system. The paper first reviews the inevitability of medical insurance, summarizes the main achievements and existent problems in it, which is followed by the microanalysis economically. It is targeted to study the economic regular patterns and the influencing factors by means of quantitative methods. The major synopsis and results are summarized as the following: From the published statistics and data in the official website, the proportion of the government has been steadily decreased year by year in the health expenditure and personal expenditure has increased greatly in recent years, which means that the cost control of the government has shrunk and such a situation weakened the health cost control. There is great unfairness in health consumption since low-income group have been more burdened. Therefore, the poor should be favored in the policy making. There exists prevailing information asymmetry in the health care market. By constructing a welfare economic model, it was proved that health cost cannot be controlled effectively only through raising co-payment or deductibles and it may lead to insufficient health care demand. It put forward that the goal of controlling costs can be reached through the improving the promoting the suppliers'controlling and the control of the demands. Utilizing the large number of statistical data, the research analyzes the influencing factors in the medical costs. The results indicate the policies as well as the personal income should be included. All in all, the paper analyzes the medical system from the macro-and micro-level with practical analysis besides theoretical models. It is hoped that it can give some theoretical basis improve the level of scientific decision-making and management.
