The level of construction project management has been highly improving by its more than 20 year's development. However, there are still many problems: imperfect laws and regulations, the lack of supervision, single construction project mode, the shortage of cooperation idea among different participants of project. With the entrance of WTO, construction trade which has lots of project management problems, confronts fierce competition from foreign construction companies with rich experience and high technology. Therefore, it is necessary to solve those problems .Based on this environment, the systematic research on the project management problems, is done in this thesis and its countermeasures are also given , in order to do some good probe for project management . On the ground of past research, this paper explores our project management problems from the perspective of the systematic cooperation among the government, owner and contractor .The corresponding measures are given through the research of these problems. Comparing with the only research on some participants, it avoids the situation of mutual evading problems and un-implementation of countermeasures. About the research route, it emphasizes the systematic cooperation and information share, and puts customers' satisfaction as evaluation rule to control and evaluate the implemented process and the achievement. The main part of the thesis . First, the paper discusses and analyzes the problems and reasons in project management among the government, owner and contractor. On this basis, through the theoretical research of traditional project management, it proves that the mode of project management based on mutual supervision and constraint is not the best. And it proves the feasibility of systematic cooperation among different participants .At last, the countermeasures to above problems are given: first , every part should establish the project management ideas based on systematic cooperation of all participants. Secondly, participants should establish a long win-win partnership tied with projects and ensure the efficiency and profit of participants .Last, in terms of the study on the features of our common project management modes and international advanced ones, participants can choose the optimum mode according to specific project characteristic.
