Study On The Problems Of Land Expropriation And Farmer Lost Farmland In The Combination Area Of Urban And Rural In Beijing

The problem of farmers lost farmland in recent years is not only a economic problem, but also a social problem, a political problem, which must be resolved in a short time. The leaders of government are highly concerned to this problem too. This thesis will systematically analyze the problems faced by the farmers lost farmland and those existing in the system of land expropriation, and discuss the systemic solutions of these problems.The author of this thesis discovered the problems from the work experiences, and made a systemic analysis on them, then present the solutions finally.The irregular problems existing during the course of land expropriation, such as forced building demolition, movement of enclosures and covert expropriation of farmland, are discovered, and the system of land expropriation and land expropriation compensations, the property right system of the collective land will be analyzed in this thesis. Then the author suggests that constituting the law of land expropriation, establishing special mediation institution of land dissension, establishing the minimum protection standard system of land expropriation compensations, establishing the whole-life responsibility system of land project, making the property right system of the collective land clearer, were the five thing which could help to solve the problems.Then the main problems, about living, social security, distribution of collective asset, education and train, management, mentality, special colony, allocation of the farmers lost farmland, which the farmers lost farmland facing, will be discussed. The author tries to analyzed the reasons inducing these problems from four aspects: the function of land to the farmers, the land expropriation compensations, employment of the fanners, insurance of the farmers lost farmland, then presents the approaches to solve the problems: bring the farmers lost farmland in the city insurance system, carrying out the city minimum social security system to the poorest farmers lost farmland, making a professional training to the work force inside the farmers lost farmland, operating the market employment of those farmers in market model, managing the farmers in community model, insuring the policy to the farmers lost farmland more systematic and regular.
