Since reform and opening-up in1978, the urbanization of different regions of our country have quicken up gradually, which the outstanding feature is the rise of township enterprise and agricultural productivity. In an era of acceleration of urbanization and total transformation of society, land expropriation conflict is an inevitable problem in the primary stage of socialism and developed as cancer of break the rural social stability gradually. Although the central government and local government have introduced laws of Improved the standards of land expropriation compensation and forbid violent demolitions in succession, but the incidence of violence by reason of land expropriation has still emerged in endlessly, especially in urban fringe area. Therefore, explore how to design this mechanism of governance to reply land expropriation conflict have contribute to propel the new urbanization and promote the harmonious development of economic society of our country.This paper have analyzed the game relationship on the Stakeholders of Land Expropriation and reveals the mutual relation of influence factors of game behaviors on the Stakeholders of Land Expropriation based on the connotation and theoretical basis of land expropriation. The research conclusions reveals land-lost peasants are the core of the game relationship on the Stakeholders of Land Expropriation and its shows that behaviors of land-lost peasants are directly related to growth of land expropriation conflict in the cource of land expropriation. Therefore, the first time apply the structural equation model to quantitative assessment for the psychological affecting factors of land-lost peasants’land expropriation conflict will,and study on the psychological affecting factors of the breakout of land expropriation conflict based on behavioral psychology. Finally carry on the system design on the basis of the conclusion of empirical analysis in order to provide evidence-based and practical reference and realize the balance and coordination of public interests and personal interests.The subjects of this paper has four parts:the first part states that the research production of land expropriation conflict of domestic and overseas scholars and the concepts and feature and pattern of land expropriation conflict and build the research framework; the second part has analyzed the behaviors of Stakeholders of Land Expropriation Conflicts by game theory, first, Analyze the game relationship between Local Governments, Central Governments, Land User and Peasants Involved in the Conflicts of Land Expropriation. Second, Analysis obtained that the key factors affect balanced probability of game relationship by dynamic game model; The third part has analyzed the formation mechanism of land-Lost peasants’land expropriation conflict will. First, this part has descriptive statistics analysis of cognitive, intentions and behavior of land expropriation for stakeholders of land expropriation, second, By taking land expropriation conflict willingness of land-Lost Peasants as research object, this part established background perception, risk perception, benefit perception, justice perception dimensions combined with behavior psychology. The structural equation model were then applied to explore the influential action of the four psychology perceptions to land expropriation conflict willingness of land-Lost Peasants and correlation between psychology perceptions. The research results indicated that background perception, benefit perception and justice perception have a strong effect on land-Lost peasants’ land expropriation conflict will, especially in background perception; The fourth part is the policy suggestion which settle land expropriation conflict systematically. It includes improve legal system of land expropriation conflict, implement the diversification mode of land expropriation compensation, establish the standards of land expropriation compensation based on market, consummate the ruling mechanism of disputes in land expropriation, consummate the route of judicial relief and establish the thorough social security system.
