Presently, with the pattern of international competition changing profoundly and the focus of industrial competition shifted forward to the stage of research and development, the ability of initial innovation becomes one of the basic conditions in determining the status of a country in the international industrial division.The so called initial innovation that can or will lead to the knowledge and technology innovations in a large scale is the great theoretical breakthrough, discovery and invention in the scientific and technological activities especially in both the basic research and oriented basic research. It often results in the great adjustment of industrial and even economic structures, and then, the opportunity for a country to develop sustainably and surpass. As a developing country, in order to solve a series of problems we have and will have in the future and break through the hi-tech blockade set by the developed countries and make the comprehensive, coordinate and sustainable development possible for our country, to promote the ability of initial innovation and then the ability of scientific and technological innovation is the only way on which China can depend. But the ability of initial innovation of our country is still weak so far, and that will be the main bottleneck for the development of science, technology and economy. It is no doubt that to discuss the causes leading to the weak ability of China' s initial innovation and make corresponding suggestions is significant both theoretically and practically.Our country invested in science and technology especially in basic research too little to create a better condition for the scientists to do their research. The inflexible system of peer' s review makes the non-unanimous items lacked in necessary protection. And at the same time, under the negative influence of some cultural aspects, some excellent scientists quit their research work too early, the tolerant concept towards failure and the atmosphere of freely and equally academic contention are unavailable so far, and the spirit of innovation is suppressed. The problems mentioned above are the main causes leading to the weak ability of China' s initial innovation. Therefore, by taking effective measures, we should start with the investment for science and technology especially for the basic research, the strength of scientific and technological award and the management system, regulation and cultural environment to promote our ability of initial innovation.
