Study On Built-up Land Expanding Drivers And Adjustment And Control Policys

Built-up land is a type of land which always be used in construction . With the development of civilization, people's demand became more and more , land, as an important product stuff ,the intensity of landuse became higher and higher ,as the result: the quantity of farmland decreasing ; average area of tilth deducing ; urban expanding ; in land structure table ,built-up land ascending ,farmland and non-used land declining . During the nation's modernization, for meeting the demand of built-up land from industrialization and urbanization, supplying a appropriate quantity of built-up land is necessary.The main study contents and corresponding results were as follow:(1) During studying , we discussed the significance of the research of built-up land expanding, the meaning of built-up land expanding, put forward the structure of built-up land expanding system..(2) Based on the built-up area data from 1990 to 2003 of every province except Taiwan, Hongkong and Macao, using GIS analysis technology , we studied the built-up land expanding , found the built-up land expanding in china has the clear temporal and spatial characteristic.(3) We studied the factors which drived the land expanding of built-up area, put emphases on how the drivers of economy , population in built-up area, institution and benefit of developer made built-up land expanding.(4) At the last part of the study ,we presented the advices to make built-up land smartly grow, which including public participation in built-up land quantity decision-making, effectual supervisding and harmonizding system in built-up landuse , self-contained farmland confiscating system , effective decision-making system , a set of index system of evaluation of land intensive use for controling built-up land intemperately expanding , approbatting institution of changging farmland to built-up land.
