The Study On The Operation Mechanism Of Public Built And Privately Run Old-age Caring Institutions

In 2013,the central and local governments officially started the construction and implementation of public-private cooperation pension institutions.Since then,public-private cooperation pension institutions have gradually developed into a new model and new fashion of pension agency.The emergence of public-owned and privately-operated old-age caring institutions not only solves the existing problems of high-consumption,low-efficiency,backward and low-quality of public pension institutions,but also absorbs the advantages of private pension agency paying attention to scientific management and improving service quality.It is an innovative solution for society to solve the problem of aging.Based on this,this paper mainly aims at the operation mechanism of the public and private pension institution research and analysis,hope to further improve the public private operation mechanism,and bring a positive role and practical significance to the development of old-age care institution.The basic data of this study are mainly from field investigations and interviews on the operation of two public-private cooperation pension institutions in Yuhang District,Hangzhou.This study starts from the multiple participants and is based on the theory of collaborative governance.Based on a review of the development of old-age care institutions,the three necessary participants,namely the government,the market,and the society,are centered around the current operation and development of public-private cooperation pension institutions.The ideal type of public construction and private operation mechanism was constructed by simulation,and the relevant role analysis of this ideal mechanism was conducted,and the effect analysis was carried out from the external operation mechanism and internal operation mechanism.Then,according to the operating conditions of the two public-private cooperation pension institutions in Yuhang District,the article explores the relationship between government,market and social forces of the internal and external operation mechanism: restraint mechanism,contract mechanism,interaction mechanism,support mechanism,management mechanism and competition mechanism.It is foundthat although the early development of the public and private pension institutions has promoted the improvement of the service quality,service content and management level of the pension institutions,there are still some gaps compared with the performance of the public and private pension institutions under the ideal operating mechanism.In addition to the force majeure and unchangeable factors in the existing social conditions,the specific manifestations are: poor brand image of institutions,lagging of laws and regulations,insufficient investment of effective funds,closed and conservative environment of market competition and insufficient social residual heat of institutions.Finally,aiming at the five problems existing in the actual operation of public and private pension institutions,the author focus on cooperating and solving the problems from the perspectives of the three subjects: government,market and society.Among them,the government should play a good role of "whistler",and promptly respond to and prevent the emergence of abnormal relationship in the operation of public and private cooperation pension institutions.While promoting the role of competition mechanism,the market should also actively promote inter-agency cooperation and exchanges to achieve common progress and development.And social organizations as the agent of pension institutions need to share honor and disgrace with the organization to form a community of destiny.In addition to the three core participants,the family will also bring useful support to the healthy growth of public-private cooperation pension institutions when necessary.It is an outstanding propagandist and supervisor who cannot be ignored.
