A feasibility study on a program is of great importance, which helps decide whether a program should be launched. The method is adopted widely in many fields. Feasibility study means investigating, analyzing natural, social, economical, technological environment and comparing the economy effect before and after the program, and demonstrating the necessity, the profitability, economical rationality, technological progress and possibility of the program.
