After the reform and opening policy, our national economy has the rapid, sustained and healthy development. Owing to the reform of investment system and the multiplicity of principal investment part, enterprises were encouraged to expand with seeking for the new economic area actively. At the same time, the feasible research of the project at the early stage, especially the financial analysis has been paid more and more attention to by the investors in order to evade the risk of investment and enhance the profit of investment.With the development of economy, it's possible and necessary to supply the central heating energy for the city to meet the increasing needs of enterprises and realize the intention of developing economy continually. More steady and reliable investment responses inspire the enthusiasm for investing central heating energy, and even joint project of electricity-heating energy.From the financial point of view, this article is intend to discuss the feasibility of the joint project of electricity-heating energy at Zhonglou economic development zone in Changzhou. Based on the study and research, it briefly introduces the related theoretical research of economic evaluation. And it then analyses the background information, necessity and condition of the construction for this case, introducing fiscal evaluation theory and method in relation to evaluating the related basic data and parameter of the project. It measures multifold financial index and analyses the financial feasibility of the project from the benefit and solvency and uncertainty, which comes to estimation and conclusion that provides the important reference for the decision-making of entrepreneurs.
