With the increase of population and the development of society,thecontradiction between the take-up for construction,the blind expanding of ruralinhabited area and basic farmland protection becomes more and moreprominent and have drastically restricted the development of society andeconomy. Land arrangement is the inevitable choice of solving the problem of landutilizing at present of our country. The formulation and implementation of landarrangement planning has a very important meaning in implementingfundamental state policy "treasure, rationally utilize land and protect cultivatedland conscientiously very much" ,realizing the general quantity dynamicequilibrium of cultivated land and the sustainable utilization of land resourceand improving the land utilization ratio and land quality,etc.With the arrival of information age for digitization, each field of territorymanagement launched information construction. GIS technology is more andmore widely applied to rural land arrangement , improve efficiency andscience in the land arrangement, bring about an advance in informationizationof land management .Based on deeply analyzing the successful experience of domestic andinternational rural land arrangement and combining the present situation ofland arrangement and future agriculture development,the paper constructs aidsystem of land arrangement planning and design with the 3DMAX Script onplatform CCGIS.The system can preview planning and design achievement ,space inquire, dynamic simulation and achievement exportthree-dimensional,then solving the subjective decision in rural landarrangement and the disadvantage the excessive workload and handworkbrings,realizing scientific management and dynamic forecast.
