With the increase of population and the development of society, the contradiction between the take-up ?for construction, the blind expanding of rural inhabited area and basic farmland protection becomes more and more prominent and have drastically restricted the development of society and economy. Based on deeply analyzing the successful experience of domestic and international rural land arrangement and combining the present situation and future planning in the area to study, the paper probes into the patterns of rural land arrangement, constructs rural land arrangement decision-making information system combining GIS to solve the subjective decision in rural land arrangement and the disadvantage that excessive workload and handwork brings, to realize scientific management and dynamic forecast and to meet the development of rural land arrangement in the future. The paper includes four following contents mainly:(1) Foundation of rural land arrangement decision-making information system studies. First, the domestic and international present situation was summarized. Second, four theoretical basis about land arrangement were elaborated, including the land economic supply theory, the sustainable developement theory, the coordinate theory between man and land and the landscape-ecology theory. Third, the principles were discussed as follows: the top-priority economic benefit principle, the systematic principle, the far-and-near benefit principle and the principle according to local conditions. Finally, major contents of land arrangement were illustrated briefly. In the paper, the reaserches are emphasized particularly on increasing the output-rate, reconstructing low and middle yield field and reducing the take-up area, ect.(2) Overall design of rural land arrangement decision-making information system. This paper includes the overall design, the whole layout and the running process. At first, the thesis explained the background to develope the system, the hardware condition to rely on and thetechnical foundation and the language used to constructe as well as the channel to develope the system. Then, on the foundation that uses the model storehouse, graph storehouse and database that established, the decision-making analyse and the inquiry of information can be done through the management of model and data, at the same time, the man-machine interaction can also be implemented. In the last part, two processes are discussed respectively, farmland arrangement decision-making and rural inhabited point arrangement decision-making.(3) Construction of rural land arrangement decision-making information system. This chapter includes two major sections. Firstly, there is the overview of system that explanates the data sorting, data coding, data file and the setting of hardware and software system. Secondly, on the basis of the software-MapInfo, using the language-MapBasic as the tool to develop the system, the primary section of the system - five major function modulars- is constructed, which includes data logging in modular, data editing modular, factor handling modular, rural decision-making modular and rural resident point decision-making modular. In each modular, its function is introduced in detail. Finaly, the management of key tache in the process of the system programming is illustrated by several examples, which comprises the construction of main interface, the programming of submenu, the buildup of dialog, the transfer of process, ect. In this section, it also includes simply the following points: 1) there are two data sorts: special data and characteristic data. 2) the rule of coding adopts the mean of hiberarchy. 3) the data file and the data structure are enumerated. 4) the hardware setting of the system includes exterior and main setting and the software setting mainly consists supporting and using softwares.(4) Application of rural land arrangement decision-making information system in Pingyin county.
