Based on the advanced experience of domestic and international land arrangement and the flat region reality of southern China, this thesis studied the planning and designing theory of rural land arrangement , and its application through adopting the basic theories of land science and mathematics methods. Furthermore, the case study with the land arrangement project of Shashi town, Liuyang city, Hunan Province, was taken for its application. The main results obtained were as follows:(1)When the basic theories of rural land arrangement, especially the regional sustainable development theory, was correctly used to guide the rural land arrangement practice, the scientific property and feasibility of the land arrangement would be improved greatly, the all-round goal of rural land arrangement would be realized .and the regional sustainable development would be promoted.(2) Through using the integer plan model, establishing the relevant parameter and restraining terms to study the designing of the best scale of field, we could calculate out the optimum area of a field. Furthermore, it did good to economize the area and to improve effective coefficient of cultivated land more scientifically.(3) The design of economic section was the preferential development direction of irrigation channel planning and designing. Through simplifying economic section design formula and design process, we could overcome the shortcoming of tedious formula operation in the past, and improve the working efficiency of planning and designing greatly .(4) On the basis of feasibility study of the Project of Shashi town, Liuyang city, this study confirmed to adopt the third kind of scheme to plan the backbone facility through using the basic theories of planning and designing of land arrangement and regarding of the local practice. This project was selected as the demonstration project and its planning scheme was praised highly.(5) This thesis confirmed that the optimum area of the field should be nearly 40m*90m based on the optimization model of field area designing and the local reality. According to this standard, we could avoid the randomness of field designing and promote the intensive and rational land use.(6) This thesis also used the simplified designing formula and method of economic section to design the channel section of the Project. Through the comparative research of different schemes, we could draw conclusion that adoptingthe rectangle section (m=0) could be better to economize the land area although ladder-shaped section and rectangle section are both optimum water conservancy sections.
