Agriculture-taxation plays an important role in Chinese farmers' taxation burden in the long past. It is a obligation for the fanners to pay the government agri-tax and lots of other duties, which form a heavy pressure on the economy of family farms. The tax burden on farmers kept increasing in the near past relative to still farm income. The agriculture taxation problem was brought to a public focus both by scholars and government in 90's 20 century. And in order to alleviate farmers' burden, a series of experiments on reform of rural taxes and administrative charges were carried from then on.Based on a case study, the background and progress, as well as the achievements and problems of the reform are demonstrated in this paper. And some advices are brought out to further and perfect the reform in major grain producing rural area in this paper. The whole paper is organized into 3 parts 7 chapters. The main content of each part are following:Pan One. Introducing the background and purport, main actions and effects of the reform in rural area. Analyzing the impacts in country-village finance and in duty education of the reform.Part Two. A case study on Gegang town, Qi country, Henan Province. The relation between the reform and farmer's developing circumstance are analyzed.Part Three. Conclusions and advices. Some advices are based on the reference of developed countries' experience.The main conclusions of the study are following:Generally the reform alleviated the farmers' burden and increased their governable income, but the richer fanners get more opportunities than the poorer ones. The input into compulsory education and rural public constitution are both reduced. The finance of town government and village school get into a crisis since the reform. But the village teacher's wages are ensured, the children's discontinue education rate decreased, and the relationship between cadres and crowds are improved.
