So on the problem of the charge both the government and the public are dilemma. As for government, the complete canceling of charges would cause the running off of public finance and the social disorder; As for public, when they happen to charge, they think of arbitrary charge and don't want to hand in ,but has to do. Therefore, clarifying the charges' original appearance, investigating the source of, and distinction charges and arbitrary charges not only have important theories meaning, but also have important realistic meaning.This many a day, the research on the theory of charges delayed, which misled the behavior of charges, aggravated the confusion of charges, and also falsity the nature of charges, distorted the function of charges.
