| At present, in the international community, a lot of non-profit organizations that includes the trade association are experiencing the "Global Corporative Revolution", and becoming a more and more significant power in the international governance during the period of globalization. At home, with the deepening of the economic reform and the governmental function transform, especially after the entrance of the WTO, our government withdraws from the microcosmic field of economy. A great mass of administrative approvals is canceled. Thereby many "management vacuum" fields appears. People pay more and more attention to the trade association, and hope that the trade association can undertake more functions, and afford more public services, which can patch up the blank of trade management that is created by the withdrawal of government. Under the background, it has more practical significance to research the role and the function of the trade association. The paper draws support from a new and effective pattern of governance—the pattern of polycentric public governance to locate the role and the function of the trade association that belongs to the category of the non-profit organization, and enhance the position of the trade association who is a subject of the public governance and a equal partner of government, which should arouse the enthusiasm of the trade association, and be propitious to the trade association exerting its function, and promote the trade association and government helping each other to manage the trade effectively. At the same time, the paper may enrich the achievement of theory about the trade association, and has an important theoretical significance.The paper can be divided into theoretical study and case study.
