Study On Locating Role Of Nonprofit Organization In The Public Administration

In the public administration, government's function is obviously noticeable. But here is another kind of organization named nonprofit organization (NPO) playing the role in the public administration. However, NPO's role in the public administration has not been attached importance to by the people in our country for a long time as a result of all sorts of reasons. Along with the socialist market economy development and social structure reforming, larger the number of NPO in China is increasingly day by day; bigger its function is. At the same time, along with further transformation of the government function, the massive NPOs are needed urgently to undertake the administration duty of the partial public affairs transferred by government. As far as nowadays is concerned, the condition need to create and impel the development of NPOs fast and healthily to display its function in the public administration. Therefore, attaching importance to NPOs' research has the important practical significance in improving China's public administration.Along with the development of the public administration body pluralism, NPO is gradually becoming an important part of the public organization system and one of important public administration bodies. Based on attention of both public administration and NPOs, the author attempts to do research combining of two. First of all, it analyzes the factors which cause the rise and development of NPOs from the dimensions of economics, politics and the sociology. All kinds of NPOs are classified by the way of fields NPOs take activities in. Thirdly, it profoundly analyzes the role that NPO plays in the process of the public administration body pluralism. Secondly, it analyzes evolution of the public administration, characteristic of the public administration body pluralism, the basis of NPO participating in the public administration as well as constitution of the public administration body. Finally, it comes to an conclusion that NPO plays an important role as one of public administration bodies in the future of public administration system. Along with development of the public administration and the public administration body pluralism, NPO is an important one of public goods suppliers, of democratic political development propellants, and of social capital cultivators.
