Western exploitation is a significantly strategic decision which is put forward by central government. It is a systematic project which is aimed at building a newly western land as its final goal. It concludes prosperous economy, advanced society, stable living, solid nation and beautiful landscape. This is an enormously and complexly systematic project. It involves more provinces and fields, backward culture and economy, complex situations and adversely ecologic environment which make western exploitation formidable to carry out. These make it impassibly to go with a traditional and formal way in marketing economy if our country wants to turn its strategic goals of western exploitation into reality in a short period. It should break with convention and open up a surpassing and skipping path in marketing economy. New Institutional Economics looks this course of the economy increasing as an institution changing course, that is to say an institution will be replaced by other institution which is much effective. Western exploitation is a significant strategy which can narrow the gap of the backward areas and eastern areas through carrying out surpassing measures. It draws into new and whole economy rules of promoting economy increasing through breaking the comparatively lagging institutional arrangements in the past. It will turn a new economy increasing and will make western areas reach the changing from the lagging institutional arrangements to the initiative ones. This institution changing course is also the goal for western exploitation.
