Roles And Functions: The Fang Organizations In Rural China Governance

Chinese Village in the 21st Century is no longer the traditional rural China as described Mr.Fei. Under the combined effects of urbanization, villagers’self-governance system and modernization, rural infrastructure of traditional society comes to disintegration and being restructured step by step. At the same time, it in turn contributes to transformation of rural governance and changes in the value of village. But strangely, the clans in traditional society achieve prosperity in modern society. In particular, clans revive again, achieving rapid recovery, transition and reconstruction in Jiangnan and South China. And clans have special status and obvious effectiveness in village governance, geting the villagers’agreement.So, we have to ask that What links exist between the change of rural social and the transformation and reconstruction of clan since the Reform and Opening Up Policy. In other words,can Fangs, as a reconstructed clan organization which mixed with modernity, have any effect on rural governance? So, this study will take Fang organizations’roles and functions in Gang Village as the theme.First of all, to study the Fang of modern village governance, we have to analyze the development of its mechanism, exploring the clan organization’s reconstruction and the reason. According to this idea, this article is attempting to harbor the evolution history of the clan and Fang through Four stage:the perid of ROC,the founding period of People’s Republic of China,and the perid of aftering the reform and opening up. This is the change of course of clan’s role and function.Secondly, we need to analyze the interactive relationship between Fang and village governance. It contains Fang power’s influence on the distribution of power, power operation and resource allocation in Gang village. However, these effects must have an effect on village’s governance entity.Therefore, this study looks the interactive relationship between Fang organization and village governance’s main body like village organizations, town government, village cadres and villagers as a starting point, then explores the role and function of Fang in current village governance in Gang through some cases, thinking about the possibility of Fang’s modernization and its effectiveness to promoting the modernization of village governance.Last, The good play of Fang organizations’roles and functions can not do without the support of attitude, policies and actions for local government. Thus, the interaction between the town government and Fangs is another focus of this study. And whether Fang can complete modernization transformation and in what way does Fang take part in village governance, riching the effective forms of villagers’ governance? We believe that the key depends on the government’s attitude towards to the rural grassroots social-governance, the policies design and institutional arrangements.
