In China, Urban Public Service is set up by the state and municipal financial investment. The investment decision, fund-raising, construction and operating management are all run exclusively by the government. The situation of simple investment subject has not changed completely which is called "The last fortress of Planned Economy". The rapid development of our country's urbanization requires public sectors keep fast developing both in quantity and in quality. On the one hand, current management system not only can't match the rapid development of public service; on the other hand, the operation and management of current public service are very poor-handled and inefficient which become the heavy burden of local finance. So the significance of activating private investment, importing marketing system, reforming investment and financing system of urban public service, expanding the ways of fund resource, diversifying the investment methods, operation and management is under no doubt in this situation. Although China has already determined the market reform orientation of the municipal non-profit projects with a core of franchised operation, no mature models for the reform exist presently. Since the perfection of the market mechanism is based on the maturation of the market model and the appropriate exterior environment required by the effective operation of the PPP model takes time to achieve, it is really difficult and time-consuming to carry out the reform.
